how “secret ingredients” are allowed

Surely all ingredients must be listed out due to potential allergens, safety etc, so how are secret ingredients and formulas permitted?

Yes, all the ingredients are listed. The recipe is not though. However, you can still find the recipe if you look at the patent. The “secret indredients” or “secret recipe” is more of a marketing term, selling the idea that the product cannot be replicated by the competition.
