How we know statistics about unreported cases

With the whole debackle about india and the rape cases coming to light outside the country ive seen many people tote the argument “71% of rape cases in India go unreported”. So i started thinking about how do we even know this if they go unreported?

Theres surveys that ask about stuff like if you were a victim of rape and if you reported it, we can with a decent enough sample size extrapolate the ratio that its gonna be for the whole population as well.

Just to add, there are many reasons a person might not go to police and report a rape. If you look up statistics in the US it’s usually thought to be about the same, 1/3 of sexual assaults believed to be reported. A lot of this is societal pressure, shame, fear, embarrassment, etc. All these surveys are obviously done anonymously so hopefully they can remove a lot of those concerns. The idea is that people can answer honestly without fear or anxiety of any sort of consequences.
