The three day forecast has tomorrow’s low at -1 F. When I go to the hourly forecast b/n 4AM and 8AM the temperature is -10 F. By the hourly forecast it won’t even hit -1 F until 11 AM. So how/when do they determine what they forecast for the ‘low’ temp for a given day?

The “low” and “high” temperature’s are determined within a time window that will most accurately describe how you should prepare for that day. Of course the temperature is going to be extremely cold at 4am, but most people won’t find that temperature useful. So forecast services do not usually include very early morning hours in their “low” temperature. It is simply not useful.
I think they determine that at the same time as they have determined their predictions of atmospheric conditions. So when they see which way different pressure zones are going, etc. they probably also know roughly what temperatures would be under those conditions.
