How/when are low temps for the day determined?

The three day forecast has tomorrow’s low at -1 F. When I go to the hourly forecast b/n 4AM and 8AM the temperature is -10 F. By the hourly forecast it won’t even hit -1 F until 11 AM. So how/when do they determine what they forecast for the ‘low’ temp for a given day?

I think they determine that at the same time as they have determined their predictions of atmospheric conditions. So when they see which way different pressure zones are going, etc. they probably also know roughly what temperatures would be under those conditions.
