how/why can humidity be low in an area that’s right next to an ocean?

If the land is very warm relative to the ocean, air that is near saturation over the ocean will get warmed as it blows onto land and the relative humidity will drop. Additionally, dry zones are found in regions where there is sinking air. These two phenomena are a big part of what drives the Namib and Atacama deserts.

If the air is cold it can’t hold humidity. If the landscape encourages airflow towards the ocean then it could be that.

Well, even though the ocean is a large source of moisture, low humidity can occur if the air currents are moving away from the ocean or if there are dry winds blowing in from inland areas. So, just because you’re close to the ocean doesn’t necessarily mean you’ll have high humidity!
