It’s whether your skin absorbs the product without it remaining to clog your pores.
If you scrunch up a lot of paper towels and poke little pits into them, then pour water over the towels, it’ll be absorbed and the pits will end up empty. If you pour melted wax onto the paper towels, the wax will harden and fill the pits.
