The term “mobile hotspot” is typically used to refer to a device that connects to a cellular networks to provide a WiFi connection for other devices

The device you are looking for is a “Femtocell” although with VoLTE and wifi calling becoming more common (although some carriers still treat it as a premium subscriber feature), they are far less popular these days.

It connects to your mobile phones internet so it’s with whoever you have your phone contract with. It uses your phone’s data, it can’t be free-standing.

If you don’t get 5G on your phone, a hotspot won’t help you.

It works by taking an LTE connection and converting it into a wi-fi signal that your laptop or smartphone can use. No it cannot be a stand alone product. Essentially they work just like a phone does in the sense of connectivity to phone towers. If the building itself struggles to get service, it’s highly doubtful you’d get any better with a hotspot unless the hotspot IS a different carrier and that carrier specific can get service there. Does the building have a metal roof?

An LTE hot spot will have the same problem your phone does. It would connect to the same cell tower.
