If acne is caused by bacteria, why does it flare up during hormonal fluctuations?

basically the title. i read that acne is caused by the bacteria “Propionibacterium acnes”, but if that’s the case, why do many people get acne during hormonal fluctuations such as before a period? and why do children not have it?

Hormonal fluctuations influence secretions of sebum which is an oily substance that keeps the skin supple and prevents loss of moisture. More sebum along with cellular debris causes the pores to get clogged which is favorable for bacteria to grow and thus cause more acne. That’s why it’s beneficial to maintain personal hygiene to unclog the pores and keep them clean.

Edit: I’d also like to point out that sebum itself is good at keeping bacterial growth at bay and acts as a barrier when it’s in the normal quantity but if too much gets washed away because of cleaning it off too frequently, it causes other problems like dry, flaky skin and infections from dust that enters the pores which brings in foreign bacteria so it’s essential to not overdo it.
