If acne is caused by bacteria, why does it flare up during hormonal fluctuations?

basically the title. i read that acne is caused by the bacteria “Propionibacterium acnes”, but if that’s the case, why do many people get acne during hormonal fluctuations such as before a period? and why do children not have it?

Because the hormonal fluctuations affect the production of substances such as sebum, and the bacteria use sebum as a food source. More food = more bacteria = more acne.
