How does grass seed proliferate in nature, especially in dry climates, if it requires so much water to germinate?

Seeds can wait in soil for ideal temp, moisture to grow. Your soil is a seed bank for 20 years ahead. If there was digging involved(mixing the soil layers) and you do so every time you “plant” seeds in that layer that has right contitions.
