Every usb-c device has a usb controller chip inside. The controllers determine among themselves which is the “charger” and which is the “device needing to be charged”.

Usually the laptop or pc identifu as the “charger” and your phone or iPad are “devices”.

Software.

SmartPhones usually have some options to allow “reverse charging”.

A Power Supply only negotiate charging.

A Laptop can do both: if connected to a power supply, it charges from the power supply. If connected to a smartphone, it charges the smartphone.

If you connect two laptops? well.. I never tried, but some of them have a “charge equalizing function”, where the most-charged charges the lowest-charged.

Depends usually I find mobile phones are set to send charge to everything bar a PC, tablets I find always take charge, PC’s always send charge, usually you can switch them in a software menu tho
