The electromagnetic radiation (the UV portion of sunlight) that penetrates the makeup are stopped by the sunscreen.

We are constantly bombarded by radiation that we can not see. Different types of radiation are stopped by different elements.

Sunscreen doesn’t reflect the sun rays away, it absorbs them. [Here’s a video](https://www.youtube.com/watch?v=MgcR_-_I514) that explains it.

Just like you can have red tinted glasses (they only let red through, they block (are black to) all other colors), you can have a paste that’s transparent to visible light but black to ultraviolet light. Ultraviolet is just a frequency of light.

Because it’s still between the rays and your skin. The makeup may or may not be transparent to the UV rays, but either it’s blocking them (in which case the sunscreen ends up being redundant) or it isn’t (in which case the sunscreen may as well still be exposed).
