if sex is a common way to kickstart labor and open the cervix, why is it safe in early pregnancy and not a miscarriage risk?

Research is actually mixed on whether having sex will kickstart labor or not.

But if we assume it does, it does so because of hormones and uterine contractions that happen during a woman’s orgasm and other sexual excitement, not because you are poking the cervix with your penis. You having sex earlier in a pregnancy, unless you have some rare issues going on, is safe because the woman’s body won’t let labor start. Lots of things happen to get the woman’s body ready to go into labor.

Also, there is a mucus plug that protects the baby and stuff from your penis. This mucus plug gets very thin as a woman get closer to labor time. So sex during earlier stages of pregnancy doesn’t cause any problems because there is a lot of protection built into the woman’s body.
