If slot machines are random numbers, how can they be programmed to win a certain number of times? How can something be both random and programmed?

A weighted die is still random. If I roll a weighted die which has a 1/2 chance of hitting a 6 and a 1/10 chance of landing on each other digit I still wouldn’t know what the result of any given die roll would be.
