If the power is still on in a house that is flooded and someone walks in the water, why/how are they not electrocuted?

I keep seeing videos of people coming home to a burst pipe or the neighbors above them having a flood. The water pours down from the ceiling and from the light fixtures (lights are on), but the people walking around the house don’t get electrocuted.

If neighborhood supply lines are down but still active, it could be very dangerous. Even if a thunderstorm or wind storm has put a pole or tree limb and a supply line in contact, you can injured or killed approaching the tree. I think it’s called step voltage. The 15000 volts or so that could be flowing into the ground may have enough differential energy between you leading foot and your trailing foot as you approach closely, especially in wet conditions, that that you r legs and lower torso get a massive shock.

And then you might fall down……
