If your body stores fat for future use, why does it start to consume muscle before you reach 0% body fat?

Because fat also provides other purposes, such as protecting vital organs and insulating against heat loss. Eventually it becomes a lesser cost to start burning muscle than to continue burning fat.

Because fat is used to store energy and not building material. It’ll burn but your body still needs to make proteins to not die and it gets that from the muscles breaking down.

When you’re starving or even just at a calorie deficit, your body wants to conserve energy. Muscles are energetically expensive to maintain, so they’re eaten first.
