In an extreme weather situation like what is happening in California with 5-10 feet of snow being dumped in the mountains, what sort of impact will this have on wildlife populations going forward?

I’m thinking bears would just sleep right through it, but will it kill most of the deer and elk?

This kind of Sierra snowfall is unusual, but not rare. In my lifetime, I’ve seen snows like this, or more, including spring snow, 4 or 5 times. There’s a reason the town of Norden, near Donner pass, has snow sheds covering many sidewalks. Having 3 meters of snow on the ground is common there.
