In the United States, how does a regulatory government agency get created and from where does its ability to impose rules and assess fines come?

I’m trying to start from the baseline of the U.S. Constitution and work my way out into how a regulatory agency gets its power and authority under the law. Thank you!

Regulatory agency’s get their power and authority from the law that creates them, which is written and voted on by congress.

For example, the FDA (Food and Drug administration) was created by the 1906 “Pure food and drugs act“.

So, the constitution gives Congress the authority to write laws. Congress can then write laws to create and give authority to regulatory agencies.
