Simplified, all intrusive thoughts are impulsive, but not all impulsive thoughts are intrusive.

When people refer to intrusive thoughts, they’re generally talking about harmful impulsive thoughts. Like standing on a cliff and thinking “I should jump off”. It’s impulsive and (if followed) harmful, so we consider it intrusive.

Driving past an ice-cream shop and thinking “I want ice-cream” is definitely impulsive, but there aren’t any negative effects if you listened to them. It’s not intrusive.

Intrusive thoughts are unwelcome, potentially harmful, impulsive thoughts.
