If you mean a phone with all two-three-four-whatever cameras on the phone itself, that doesn’t matter at all: On the distance you are standing, the difference in angle of your eyeballs to the camera is not noticeable.
If you want to become better at the eye contact in your photos you could go to Best Buy and play with their phones.
Put the cameras on and just put your finger over the cameras until you identify them for the portraits you typically take
