Yes, eye creams have smaller molecules to penetrate delicate skin. Regular moisturizers work fine for most people though.

Very much so. Eye moisturiser is usually just salt water with some additives. Basically artificial tears. Skin moisturizer is either a hydrophillic compound that pulls in water vapor or an oily mixure like Petroleum Jelly that stops your skin from drying out further. Frankly, I’ve used petroleum jelly on my heels and fingernails and it’s been as effective as any commercial skin moisturizer.

UNDER NO CIRCUMSTANCES USE SKIN MOISTURISER ON YOUR EYES. They can seriously mess with your vision.
