To some extent, sorta. Cloud seeding has been a thing for several decades. Also a few years ago I read an article about how you can force lightning to form by bombarding clouds with X-rays.
So if the circumstances exist for clouds, but the materials lack something to nucleate on, we can provide a nucleation surface for clouds to form. And if it’s already raining you can make lightning (or more of it).
It depends what you mean by manipulation.
We can seed clouds; but that isn’t a guarantee of producing any singular desired outcome.
We can’t make it snow in the bermudas or clear any naturally forming clouds for a perfect sunny day at will.
The long term effects of manipulating the weather are being theorized and we might see an outright ban
