isn’t better for planes on carriers to start at the top of the ramp and get more speed down for takeoff instead of climbing the ramp?

Yes it would help the plane gain speed but it would do so at the sacrifice of traction and controllability. Also how do you get planes to the top of this ramp? The only way up would be back up the ramp itself. Now you’ve severely limited the frequency at which you can launch planes.
