Legalization vs de criminalization?

I see these terms used all the time within politics but I don’t get it. Surely if it’s de criminalized it’s legal?

Decriminalization is when something is still illegal, but law enforcement and the courts have been ordered to not bother. For instance, weed is still very much illegal here in Belgium, but it is condoned under specific circumstances, which aren’t law, but are in executive orders sent to law enforcement.

Legalization would be when the possession of a single marijuana plant for instance is no longer illegal according to what’s on the law books.
