Basically, when anything is going to change at work that might affect safety, you need a plan to carry you from one set of policies and processes to the new one without losing safety along the way. Say you’re automating an assembly line, you need to manage to safely maintain production while moving all the equipment in and commissioning it, and moving process flows over to the new system. It can get complicated quickly, so it’s best to have a plan beforehand, with some guiding and simplifying principles that will allow you to mitigate uncertainty during changeover.
