Can someone explain to me simply how and why negative time is a thing?

Absolute time will only go forward and thus positive.
Relative time can be negative: “I arrived three minutes before the rest of my party”, “Launch in T minus 15 seconds”.
The current understanding is that time in this universe started at the moment of the Big Bang, there was no time before that as there was no universe before that.
Someone explain how the world could stop time while the user is able to see if light stopped moving when the world is activated… “JoJo” 👁️🐽👁️
