it just means “new word”. the Military, by its nature, is often dealing with things outside the norm, and has developed its own nomenclature to better describe the things it needs to talk about.
the main issue with them is normally transparency and mutual understanding. Like any jargon, they work great if both sides are familiar with it, but if one person thinks “CPU” means “Central Processing Unit” and a second person thinks its “Commander’s Pressel Unit”, then *someone* is going be disappointed when the new CPU they asked for shows up.
and then theirs the classic “you just said 7 different acroynms, I have no idea what 2 of them mean, and the meaning of 3 more makes no sense in this context so im guessing you mean something else by them” problem.
