Non human Agency

So I have been trying to understand what personhood/agency of something non human means. There are various perspectives on this one online, but I am curious about if there is any neuroscience basis.

IMHO, animal brains are not that different from humans, and some humans act no different from animals, especially when young or very old.

But personhood and agency are also legal concepts, which grant rights like owning property and making decisions about one’s life. Nobody is anywhere ready to give those rights to animals.

An important consideration here is ability to communicate. B/c without communication it is hard to make an informed decision, or have it understood and respected.
