It was a proposed “false flag” operation (NEVER EXECUTED!) to justify the US starting a war with Cuba.
A “false flag” operation is when you do something, typically a military or intelligence operation, that looks like it was committed by another country.
In Northwoods, the CIA or another US intelligence agency would commit terrorist actions against US targets that looked like they were committed by Cubans. Then then US, having been attacked by “Cuba”, would be justified in retaliating with military action against Cuba.
To the outside world, executed properly, it would look like Cuba attacked the US and the US responded. In reality, it would have all been orchestrated by the US and the Cubans would have no idea what was up until “Cubans” (who were really Americans) started attacking Americans.
