How can gas stations and retailers charge you more for using your credit card versus cash. I thought businesses aren’t supposed to pass credit card fees to consumers if using credit cards as payment.

You are right, at least you were right before 2016. In 2016 the law was changed to allow retailers to charge a surcharge for using credit cards over cash. Visa used to have it in their contract with retailers that they weren’t allowed to have surcharges, but soon after the law was changed they changed their contracts to allow it.
