Power Braking – What is it for, is it bad for your car?

Is there a scenario where a layman would use it (i.e. evasive maneuvers)? In what scenario would a racer use it?

Edit: Yes, I mean accel+brake. Heel-toe, etc

In a 4WD rally car, front-biased brakes means you can lock the front wheels while spinning the back wheels. This is useful for rotating the car while stationary or going very slowly. Left foot brake until the front wheels lock, but before the back wheels lock, then stomp the gas and haul the wheel in the direction you want the car to turn.
