I’m specifically wondering in the context of environmental impacts associated with industry activities of a company such as the development, operations, and eventual closure of a mine.

From what I can gather, that is a very obscure terminology, at least in the United States, that I’m personally unfamiliar with but I’ll give it a shot:

Residual means what remains after the fact of some event, operation, etc.

So say that 10 years after a coal mine was closed, it came out that several people living near the mine were exposed to harmful dust that caused COPD. I believe that the company that owned the coal mine may be residually liable to pay out to those people who were unknowningly affected.
