How would it work as a power bank if it “maintains charge”?

As a power bank gives off energy, the voltage will drop.

Any device connected to the power bank will no longer have enough voltage to work even if there is some sort of capacity in the battery.

As soon as the voltage of the bank goes under the voltage of the devices battery it’s charging, it stops charging.
