When police are clearing a house for potential threats or suspects how do they maximize safety and effectiveness when attempting to clear an attic.

it seems completely hopeless to me if someone is actually up there if you lead gun first you can’t see and if you lead with your eyes you can’t react plus how can the other officers/team members cover you?

also there’s no mobility on those skinny ladders

They stick a camera on a pole up first, sometimes with thermal imaging as well. After that if the attic is suitable they could send a dog to check for any suspects.

After the camera on a pole the officers can follow, and it won’t be easy for someone to post up on the entrance and hide from a thermal camera but still be able to ambush them on the way up.
