I don’t believe that there is any significant difference. Momentum is how we often quantify inertia for moving objects, but it could be applied to stationary objects too.
Newton’s laws of motion are statements that describe in words what conservation of momentum expresses in equations. But both are ruled by the same principles of inertia.
