the hell does “…if you will;” actually mean? Where did it come from originally? And how does it pertain to modern life?!

‘Will’ here (and in the general English future tense) comes from the sense found today in the word ‘willpower’. In other words, “if you want it to happen”. It’s just a polite way of requesting something, although at this point it’s archaic enough that it sounds a little overly formal.
