In art it’s called atmospheric perspective. It’s the actual atmosphere and whatever is in it, oxygen, particles, smog, fog, etc showing the distance between the objects.

Even clear days there is water in the air. Moisture and humidity.

The farther you look the more you are looking through.

It looks foggy because fog literally is water vapor.

In a sense all air in different thickness of fog or cloud.
