40 feels colder when you’re used to warmer temperatures and warmer when you’re used to colder temperatures.

It’s all about the weather patterns around the temperature in question

The “feel” of temperature depends on the relative humidity of the air as much as it does on the actual temperature 

The more humid the air, the more hot/cold the air feels.

It’s why being in Arizona at 100°F and 0% humidity can be much more comfortable than North Carolina at 80°F and 100% humidity
