the saying- “The road to hell is paved with good intentions”

Can somebody explain how this phrase makes sense? If you supposedly go to hell for bad behaviour, how can good intentions lead you there?

My favourite retort to this “saying” is; “So is the road to heaven, it’s just those ones panned out.”

A politician creates an initiative to raise taxes on oil companies to fund a working mothers charity. A working mother who was at the tipping point cannot afford the increase in gasoline prices to get to work and quits her job. She must now draw on public benefits and is no longer a contributing taxpayer.
