I’m from the states and just heard of the concept for the first time. Curious where this came from and how it’s enforced.

Sweden had this shit also. You had to pay it just for owning a TV. Then they realised there were too many people not paying the fee. They didnt have the manpower nor the law to check if not paying citizens actually owned a TV.
So few years ago they stepped up a game. Now it´s a tax, so whether you own a TV or not makes less then zero difference, you fucking pay.
