You open and keep running a program that acts like a file server. It responds to requests from other computers for a group of files (a torrent) identified by number that is derived from the names and sizes of the contained files. Operators of similar torrent software can then ask your computer to send them parts or all of the set. The software can also actively advertise availability of the file sets to a tracker, which maintains a list of seeders.

You’re “seeding” if you have the complete torrent content and are actively sharing. Any piece someone asks for, you can provide it to them. A torrent is considered healthy if it has several seeders.

If you’re sharing only part of a torrent (because you haven’t got it all yet), you are not considered a seeder.
