Updating the Graphics for Films to Modern Standards

Alright, so I just got done watching a video of the Fellowship of the Ring prologue with “updated graphics” and the YouTube settings offered to see the video in 2160 p HDR 4k. My question is, considering the film was released over twenty years ago with technology that is also 20 years old, how can someone update the graphics like that without essentially reshooting the entire shot or basically doing some sort of CGI if that isn’t what they’re already doing?

Those movies were shot on film. There’s enough detail in film to get 4K, assuming you have a good enough scanner. Essentially all that happens is that the original film gets scanned again in higher quality than the original DVD master.
