My Mac charger can charge my quest 2.
But my quest 2 won’t charge my mac.
My cheap crappy Bluetooth headphones will charge with their usbC cable plugged into generic usb wall charger.
But will not charge with my Mac charger?

Yes, all USB-C are not created equally. USB-C is just a connector, it doesn’t tell you how the actual wires are laid out.
High end USB-C can handle lower end stuff pretty much fine, but low end can be pretty useless for the high end devices.
