“Firmware” is the code which is needed for a particular hardware device to us whatever version/varient of Android it is. “Vendor” is for code used by a particular reseller of that hardware, who might have specialty implementations for dedicated devices (different application-specific phones or tablets, which might use the same “firmware” implementation but be a different ‘product’ as far as the vendor is concerned.
