What are “lapped cars” in F1 and what does it mean when its said “they are allowed to unlap”?

I’m trying to understand what exactly happened in the Abu Dabi F1 2021 Drama, but as someone very new to racing I don’t seem to understand what exactly happened. I keep hearing lapped cars were allowed to unlap, but as someone who hasn’t seen that match or any for that matter, I don’t exactly know what that means.

If you have ever played mario kart multiplayer its to prevent you from purposely not trying to “win” and falling back helping your teammate each time he catches up to you by attacking the 2nd & third place guys while your buddy is holding 1st.

An F1 racetrack is a circle more or less.

Assume the order of cars are A-B-C-D at the start of the race from fastest to slowest.

If car D is so slow that car A catches it again from behind and passes it, the new order of cars on the track appears to be A-D-B-C even though the real order is still A-B-C-D. Car D has been lapped.

If there is a crash where a safety car is deployed, it will come out in front of the leader, car A. It is often allowed for the cars to then get into the correct order prior to the restart. So car D will be allowed to pass car A and the safety car and then drive all the way around the track at a faster pace to join up in the back again so the order is A-B-C-D. This is unlapping which takes some amount of time.
