What are standing charges for on gas and electric bills and why aren’t these regulated by the Government?

I genuinely don’t understand standing charges. Does this make up part of the profit and if so why can’t the Government regulate these charges. Also do these companies pay tax in the UK, if they are UK-based?

They are capped unless you sign up for a specific tariff above the cap. They’re what you pay for being connected to the gas/electric grid.
