Depends.

Sometimes our sight cells “short-circuit” and fire at the wrong time, which makes our brain think there’s a light there when there isn’t – these are called “phosphenes”.

They can also fire if the pressure inside the eye changes (this is why a blow to the head can cause you to “see stars”).

Fun fact: astronauts experience a unique version of this caused by a specific kind of radiation. Normally this is absorbed in our atmosphere, but when in space it passes through metal and flesh until it reacts with something in our eye, creating a flash of light. You can read more about it here: https://en.wikipedia.org/wiki/Cosmic_ray_visual_phenomena

EDIT: In order to be more specific I’d need to know more about the flashes themselves and when you see them.

If you’re seeing bright lights with your eyes closed, you may have a partially detached retina and should be seen by an eye doctor immediately

Our white blood cells, i believe. But there’s surely a biologist or doctor here who can give a good explanation.
