What are the effects of rent control, both good and bad?

I lived in a heavily rent controlled city for a few years. Everyone was stuck in homes they hated, that were poorly maintained, because the cost increase would be so huge if they moved. Everyone was miserable. It’s a terrible system for all but a handful of current tenants.
