They are expansion loops for when the lines heat and cool, it allows for the lines to expand and contract without snapping apart or drooping too far.

Optical fiber cables are fragile and difficult to join, so when fiber cables are installed, they always install too much and keep it looped up as spare. If the wire is damaged, then they can just cut out the damaged section, unroll some spare from the loop, and then they only have to make one join for the repair.

The alternative would be to cut out a piece, and then add a new piece, but this would require 2 joins.

The tennis rackets are reels which store the spare fiber.
