What are those horizontal lines around moving objects on old videos?

Interlacing. Each frame only updated half the lines, and things with motion would make this visible, since in the time between frames, the object has moved enough for you to see the difference between every other line.

For example, in [this video](https://v.redd.it/7qc3w8ukkhl71/DASH_720.mp4?source=fallback), the rest of the video looks perfectly clear, while there are lines around movement.
